Very nice but very big in waist

"I ordered these shorts for my sons, ages 10 and 13. They are both about the same size - wear child's L in pants and shorts, generally. I ordered the XL first, based on the size chart from another website, but those were enormous! I ordered the L to replace the XL and those are still too big. I think the waist/length ratio might be off with these shorts. The length on the L is about right but I am afraid the M might be too short. Lay flat, across the waist is 15. 25" for the L. 7" inseam. I did not measure the XL. A size chart would have gone a long way with these shorts!"
